The Legalization of Constructing the Administrative Civilization

文明社会的建立与发展需要法治环境的配合。我国2004年的宪法修正案将"政治文明"载入宪法,为我国新时期政治体制改革的顺利进行提供了最高法律依据和保障。行政是政治的重要组成部分,行政文明是构成政治文明的一个重要方面。行政文明的建设不能背离法治,其自身的建设过程应该是一个法治化的过程。行政文明建设的权力渊源、实施主体、价值追求、行动指向、实施方式、行为后果及福利归属等都有其具体的法治化要求。

The establishment and development of a civilized society needs the collaboration of the environment by law.＂Political civilization＂,prescribed in the Chinese Constitution in 2004,provides the highest legal basis and safeguard for reform in China′s political system in the new era.The administration is the important constituent of politics;the administrative civilization is an important aspect of the political civilization.The construction of the administrative civilization cannot deviate from legalization;and the process of construction should be a legal one.The authority origin,implementation organs,value pursuit,motion direction,implementation ways,behavior consequence and welfare ownership in the process of constructing administrative civilization have their specific legalized requests.
