摘要
清朝既有全国统一的法律,又制定了适用于少数民族地区的特殊法规,这种立法编纂活动和法律实施对于巩固我国多民族国家的统治具有重要意义。其中重要的两部民族法规是《理藩院则例》和《回疆则例》。
The Qing dynasty had both the national laws and special decrees for the minority nationality areas.The compilation and implementation of legal laws was important and significant for the strengthening of our nation＇s rule.The two most important rules were Li FanYuan Rule and Hui Jiang Rule.
