核电项目前期文件是指核电工程开工以前在立项、审批、招投标、勘察、设计以及工程准备过程中形成的文件。由于时间跨度长、涉及相关单位和人员多等因素，在收集归档中容易出现问题，本文以福清核电项目前期文件为例进行说明．并根据文件收集中遇到的实际困难提出应对措施。

Nuclear power project prophase file refers to the documents produced during the project- licensing, approving, bidding, surveying, design, and construction preparation before project kickoff. Due to the long-term project preparation and huge amount of resources involvement, many problems occurred in the process of file collection. The paper describes the prophase document collection feature of Fuqing nuclear power project, and puts forward counter-measures corresponding to the practical difficulties.
