关注民生 推行失地农民社会养老保险——基于福建晋江市的调查

Focus on People to Implement the System of Social Old-aged Insurance for Land-lost Farmers——A Survey Based on the Investigation of Fujian City of Jinjiang Province

土地是农民生存、发展的基础,是农民的"命根子"。现阶段,土地被征用的速度在整体上超过了城镇对失地农民的吸纳能力、农民社会转型能力相对偏低和社会保障制度建设滞后,能不能建立农村社会养老保险制度,能不能切实解决失地农民的养老问题,事关城市化建设健康发展,事关农村的社会稳定,事关和谐社会的构建。以人为本,关注民生,着力解决人民群众最关心、最直接、最现实的利益问题,即解决失地农民的养老问题,以促进社会和谐,维护社会稳定。福建晋江市推行失地农民养老保险制度,可以为推进和完善解决失地农民的养老问题提供借鉴。

The land is the base on which farmers live and develop and is the lifeblood of the farmers.Currently the speed of the land requisition surpasses the absorptive capacity of the land-lost people.The abilities of the farmers＇ transform are comparatively low and the construction of social endowment insurance is lagging behind.The establishment of rural social endowment insurance system to solve the problem of old-aged farmers is concerned with the healthy development of urban construction,the stability of rural society and the construction of harmonious society.＂People foremost,care people＂ means to solve the problem that people concern most,namely,the problem of the old-aged land-lost farmers＇ insurance,to promote the harmonious society and keep the social stability.The system of the old-aged land-lost farmers＇ insurance of Jinjiang City of Fujian province can be used as the reference to develop and solve the problem of the old-aged land-lost farmers.
