Decision system of expressway construction cost control

对陕西省16条已建高速公路建设各项费用进行了统计分析,认为可以用费用比例和各项单位费用2个指标控制费用,确定了各项费用组成区间,并提出了高速公路各项费用比例单项评价指标等级与标准确定方法,建立了基于数据包络分析法(DEA)的费用控制量化决策模型及评定指标。应用研究结果表明:建立的决策模型能对新建高速公路各单位费用的整体状况进行评定,在对新建高速公路建设费用进行评定时,应将费用比例评定结果在"中"等级以下或DEA模型评定为无效的费用项目作为重点审核控制对象。

The construction cost of sixteen freeways in Shaanxi province was analyzed by statistics,the concept to cost ratio and per unit cost were put forward,the cost composition interval was built and the evaluation index level of freeway cost proportion and method to determine the standards were put forward,the quantification decision model of cost control based on DEA was set up.The application results show that this model can evaluate each unit cost of the new freeway.When evaluating a new highway construction cost,the cost items whose cost proportion evaluation results are below medium and DEA model evaluation is invalid should be taken as key auditing and controlling objects.7 tabs,1 fig,9 refs.
