Regime construction of the revolutionary bases during the partial ruling period was the initial attempt of governing of the Communist Party of China.The attempt of legal system construction showed the beginning of the thought of governing in accordance with laws.Under the guidance of the Communist Party of China,the revolutionary bases made laws and regulations that tallied with the Chinese reality to solve the problems in revolution and get valuable experience for future governing.
