工程造价控制作为监理的职责之一,要求监理能够进行项目建设全过程造价控制。但是,由于种种原因,监理的工程造价控制往往是从施工阶段开始的,而对工程造价起决定性作用的决策阶段和控制造价最有利的设计阶段都极少有监理参与。因此,必须进一步扩大监理工作职权范围和提高监理控制造价的业务能力,才能真正发挥监理全过程控制工程造价的作用。

As one of duties of supervising the engineering, it requires the supervision to control the construction cost in the whole construction project. However, the supervision of the engineering cost always starts from the construction stage, and little supervision is involved in the decision stage and design stage due to various reasons. So the supervision right should be further enlarged and the professional ability of supervising the construction cost should be improved, which can fully play the role of supervising the engineering cost in the whole process control.
