The reconstruction and improvement of heavy chemical industrial areas by developing circular economy

（接上期） 2青山区循环经济发展分析 2.1循环经济主要指标情况 近几年,青山区通过创新区域发展战略,以＂实现经济增长与资源节约、环境保护＂的三赢为目标,全力推进循环经济试点工作。全区经济在不断增长的同时，资源、能源产出率和资源综合利用率基本呈现逐年上升趋势，资源、能源消耗以及污染物的排放等基本呈现逐年下降趋势（循环经济评价指标完成情况见表1）。

As a famous iron base and traditional industrial area, Qingshan made great efforts to develop iron industry, petrochemical industry and environment protection with less environmental and resource constraints. The area development was motivated by innovation of idea, institution, mechanism and technology, directed by planning and governing, and supported by enterprises and public. The area has gained great achievements in transform of growth pattern and industrial structure optimization by implementing demonstration pilot project of circular economy. The experience of Qingshan could provide a good lesson for other heavy chemical industrial areas to step on a new path of industrialization.
