发展协商民主，完善中国特色的族际政治整合

Perfecting the Politic Integration of Nationalities with Chinese Characteristics by the Development of the Deliberative Democracy

我国的民族区域自治制度,通过协商对话,为实现民族平等、团结提供了制度保障。然而,随着社会的发展,这一制度在协商民主的程序和微观机制方面显现不足。文章分析了党和国家在推进协商对话方面的历史进程以及现实基础,对比了目前国外在此方面的经验。在此基础上,进一步就协商民主的原则、机制及其在当代中国族际政治整合中运用的可行性展开论述,阐述了发展协商民主对完善我国族际政治整合的意义。

Chinese regional autonomy of nationality provides a basis for the equality and unity of nationalities by the deliberative dialogue. However, with the social development, the deficiencies of the procedure and micro-mechanism of deliberative democracy are exposing. This paper analyzes the history and reality that the Party and government promoted deliberative dialogue, and compares them with the foreign experience. On the basis of the analysis, the author discussed further the principle and mechanism of deliberative democracy and the application of it in the present political integration of nationalities of china. This paper also argues the significance of the development of deliberative democracy to the perfection of Chinese politic interation of nationalities.
