产业内生基点的三峡库区生态补偿

Ecological Compensation for the Three Gorges Reservoir Area of Endogenetic Basis Point of Industry

交通不畅与生态环境制约是影响三峡库区发展的两大主要原因。现阶段库区内外交通不畅的状况正在得到改观,但是对库区大多数山地区域而言,生态环境制约因素仍然不容忽视。因此,根据实际情况在三峡库区确立生态补偿制度,重点促进生态环境保护、产业内生发展能力培育、社会就业与民生改善,将有助于推动三峡库区经济社会的可持续发展。

Traffic difficulty and ecological and environmental limitation are two important factors influencing the Three Gorges Reservoir Area. At present, the traffic condition is getting better, but ecological and environmental limitation still can not be neglected to most mountain regions. Therefore, establishing ecological compensation system according to the sit- uation and promoting ecological and environmental protection, industrial development capacity cultivation and social em- ployment and living standard advancement are helpful to promote the sustainable development of the economy and society of the Three Gorges Reservoir Area.
