农民工培训实态及其“十二五”时期的政策建议

The Actual Situation of Training of the Migrant Workers and Policy Recommendations in the Twelfth Five-year Period

"十一五"时期以来,国家高度重视农民工培训工作,大力发展职业教育培训,农民工的培训工作取得了重要成就和进展。"十二五"期间,要以扶持优惠合理化、招生工作社会化、学籍管理标准化、机构运行规范化、培训能力现代化和牵头协调有力化为重点,全面加强和改善农民工培训工作,提高农民工技能水平和就业增收能力,深入促进农村劳动力向非农产业和城镇转移,推进城乡经济社会发展一体化进程。

Since the Twelfth Five-year Plan, much attention has been paid to the training of the migrant workers. Developing the vocational education training vigorously, the training of the migrant workers has made important achievements and progress. During the Twelfth Five-year period, we should focus on rationalizing the benefits support, standardizing the en- rollment management, standardizing the institution operation, modernizing the training capability and strengthening the leading and coordinating effect, strengthen and improve the training of the migrant workers, improve the skill level and the ability of employment and increasing incomes of the migrant workers, promote the transfer from rural labor force to non-a- gricultural industries and urban and promote the integration process of urban and rural economic and social development.
