Policy Evolution of Farmland Conversion:1949-2007

采用政策历史回溯的研究方法,在构建我国农地非农化政策调控理论分析框架的基础上,回顾1949～2007年我国农地非农化的政策调控历程。着重从政策发生、发展和演变的机理来研究政策,展示我国农地非农化政策调控的演进轨迹,总结社会经济发展不同阶段的政策调控特征,剖析政策调控中存在的问题,并由此得出研究启示及政策展望,以期为我国农地非农化的政策调控研究提供理论参考。

Based on constructing the framework of policy control theory of farmland conversion in China, this paper reviews the process of policy control of farmland conversion in China from 1949 to 2007 by the historical retrospective method. We study on the policy mainly from the mechanism of its formation, development and evolution, show the evolution path of policy control, sum up the features of policy control in different stages, analyze the problems existed in policy control and put forward the research enlightenment and policy outlook to provide theoretical references for the study on policy control of farmland conversion in China.
