渔港管理现状与困境摆脱:沪浙辽三地例证

Governance Situation of Fishing Ports and Getting Rid of the Dilemma:Three Examples of Shanghai,Zhejiang and Liaoning Provinces

基于对上海、浙江、辽宁三省市渔港的实地调研,分析得出我国渔港经营管理的三类典型模式。针对我国现有渔港管理模式的困境,同时借鉴国内外的渔港运营经验,提出我国渔港管理创新模式的形态、机理、关键点以及政府在其中的定位,以期为我国现有渔港管理效率的提升或新渔港管理模式的确立提供参考。

Based on the field research on fishing ports in Shanghai, Zhejiang and Liaoning provinces, we find out three typical models of fishing ports governance in China. According to the dilemma of the current governance model of fishing ports in China and referring to the experiences of fishing ports operation both at home and abroad, we provide the form, mecha- nism, key points of governance innovation model of fishing ports in China and the position of government in order to give reference for promoting the efficiency of the current governance and establishing a new governance model of fishing ports.
