摘要
中共在接管成都城市政权所进行的工作中,面对更为广泛的动员对象,采取了遍地开花式的宣传动员和深入的思想教育以及充分利用大众传媒相结合的全方位的动员形式,包括:大量派遣军事代表对被接收单位和个人进行座谈与宣传;充分利用新闻媒介宣传和解释党的政策,广泛采用民众喜闻乐见的宣传方式;树正面典型以引导与抓反面典型以警策相结合的动员方式;运用物质鼓励与精神激励相结合的动员策略,在物质上成都市军管会及人民政府努力保障和改善人民的生活,在精神上努力营造人民当家作主的翻身幸福感,努力培养民众的政治认同,加强与扩大中共的政治权威。成都的顺利接管,再一次证明中国共产党在这一时期的政治动员不仅方式灵活、力度深入,且效力也颇为卓著。
In the takeover of the Kuomintang regime of Chengdu by the Communist Party of China, in face of more strata of people for mobilization the CPC adopted a full range of forms of mobilization, consisting of all-round publicity like flowers blossoming everywhere,in-depth ideological education and making full use of mass media.They sent a large number of military representatives to the units being taken over to hold discussions with and do publicity among the relevant people,made full use of the media to publicize and explain the Party's policies,widely used the forms of publicity loved by the people,and used the strategy of combining setting up positive examples to guide the people with punishing negative characters to give out warnings.In addition,the CPC also applied the strategy of combining material incentives with ideological inspiration.Materially,the Military Control Commission and the people's government of Chendu made every effort to guarantee and improve the people's lives and psychologically they spared no effort to cultivate among the people a feeling of happiness for being masters of the country and free from oppression and cultivate their political identity with the CPC in order to strengthen and expand the CPC's political authority.The smooth takeover of Chengdu proved once again that the Chinese Communist Party's political mobilization during this period was not only flexible and intensive but also remarkably efficient.
