The principle of'no more flip-flops'was first put forward by Chen Yun and Li Xiannian at the beginning of reform and opening up.Li Xiannian also made a rather systematic exposition of this principle's categories,meaning,focal period of time and safeguarding measures.The launching of this principle directly contributed to the adoption of the policy of readjustment,restructuring, consolidation and improvement which guided major changes in national economy,led it onto the road of healthy development and ensured the smooth progress of reform and opening up.
