铁路建设项目业主方设计管理工作的思考

Thoughts on Design Management of Railway Construction Project by Proprietor

研究目的:铁路工程建设过程中,设计管理是业主方项目管理的关键环节,能否保证安全、质量、工期、投资环保和技术创新"六位一体"的管理要求,在很大程度上取决于工程设计质量的优劣。本文以宜万铁路建设项目为背景,从业主方设计管理角度分析目前设计工作中存在的问题和原因,并提出改进建议。研究结论:(1)建设单位要发挥在设计管理上的主导、核心和领导作用;(2)设计单位应承担设计方案和施工图设计质量的全部责任;(3)重大技术方案应组织专业技术评审团队进行评审;(4)总价承包合同设计管理重点在于确保工程安全质量,单价承包合同重点则在于设计审查;(5)应研究更合适的设计单位现场配合项目管理体制;(6)推行"设计监理"制度是社会经济发展的必然趋势。

Research purposes： In the process of railway construction,management is the key ele4ment of the project management by proprietor.Whether the construction safety,construction quality,construction schedule,environment protection and technological innovation can be ensured or not mostly depends on the quality of engineering design.Taking construction of Yichang-Wanzhou Railway as an example,this paper analyzes the problems in design works and causes for them from the perspective of proprietor＇s design management and puts forward recommendations.Research conclusions：（1） The proprietor must play the core and leading role in the design management.（2） The design unit should bear all the responsibility for the design quality.（3） The major technical programs should be accredited by professional team.（4） For the total price contract,more attention should be paid to ensuring the construction security and quality in the engineering design and for the unit price contract,attention should be paid to examining the design.（5） It is necessary to study more appropriate field coordinated system of design corporation.（6） Implementation of the ＂Design Supervision＂ system is the inevitable trend of social and economic development.
