我国高等教育扩大开放的战略对策研究

A Study on the Strategies to Expand the Opening-up of China's Higher Education

我国高等教育对外开放30年来,经历了海外学习、国际理解和国际竞争三个发展阶段,其核心是高校教师和学生的国际流动。今后进一步扩大开放是内外环境对我国高等教育发展的客观要求,扩大开放的战略核心是强化两种人才招致手段,两种人才来源并重,加强两方面人才储量。扩大开放的基本原则是围绕战略核心,从长远目标出发制定近期发展规划,处理好三对矛盾关系,调动三方面的积极性。扩大开放的主要措施是强化财政支持、行政及法律制度,完善质量保障体系等。

In the past 30 years of opening-up,the international mobility of teachers and students in colleges is the main aspect in China＇s higher education.The opening-up of China＇s higher education has experienced three stages： sending students to study abroad,international understanding and international competition.Opening wider to foreign countries is an objective requirement for the development of higher education from internal and external environment.The cores of further opening-up are the strengthening of means of attracting talents,attracting two kinds of talents home and abroad.The principles of further opening-up are centering on the strategic cores,formulating short-term development plans from long-term goal,coping smoothly with three kinds of contradictions and arousing enthusiasm in three aspects.The primary concrete methods of further opening-up are strengthening financial support and improving the administrative,legal and quality assurance systems.
