摘要
教育公平是教育平等与教育效率相互促进的关系状态,这种关系状态存在于区域、人群、级别和知能等复杂层面。研究和实现教育公平,必须消解传统思维框架导致的理论与实践之间的悖论,把理论和理念转化为数学语言、量化指标及其关系状态,加强教育公平理论的实践性、可操作性和教育公平实践的监测调控性;以复杂理论思维和数学建模,系统研究和建构整个国家的教育与经济社会文化、区域教育与区域经济社会文化相互适应和促进的量化指标和关系状态,不同区域和同一区域不同群体之间的教育资源分配、教育机会、教育程度、教育过程以及教育的知能目标和结果的平等和效益相互适应和促进的量化指标和关系状态,不同层次和类别的教育相互适应和促进的量化指标和关系状态。
Education equity indicates the improving relations of educational equality and efficiency,and this kind of relations exists at complicate levels between regions,groups and classes,and knowledge and ability.Some of them can be measured and some not.It is necessary to translate the theories and ideas into math language and quantitative indicators by deconstructing theories and its relation with practices in order to study and realize educational equity today,to make the theories have strong sense of practice,operation and supervision,furthermore,to create a set of quantitative indicators and co-relations between education and its economy,society and culture at nation and region levels under the guidance of complex theories and math model.They refer to educational resources distribution,opportunity,degree,process and goals of knowledge and outcomes among regions and groups within areas,and still,at different educational levels and types.
