ＩＴＵＨ．２６３作为可视电话图象编码标准，要求对图象实时地进行编码和解码．运动向量预测器是Ｈ．２６３的重要部件之一，它的搜索效率对实时地传送图象具有重要的意义．本文将从可视电话图象的特性分析开始，讨论不同的块匹配搜索方法的时间复杂度和对图象信噪比（ＳＮＲ）的影响，并提出一种具有好的综合性能的改进ＯＴＳ算法．

ITU H.263 which is a video coding standard for real time video transmission has a good application for videophone. The efficient of motion vector estimator which is an important component of the H.263 coder has an significant meaning to real time video transmission. In this paper, characters of videophone image was analyzed , and then the time complexity and the image SNR(Signal Noise Ratio) was discussed, and finally a improved algorithm of OTS was proposed.
