摘要
现有评标方法可归结为以费用为标准的最低价评标法、以费用和工期为标准的A+B评标法、以质量为标准的QBS评标法,以及以费用、工期和质量为标准的多标准评标法。基于效用最大化理论,应用数学分析,提出技术复杂施工项目应采用优质优价的评标方法,而最低价评标法只适合于质量标准明确、施工工艺成熟的施工项目。基于优质优价,评标中应评价投标单位的创新能力、所能达到的质量标准和水平等内容。提出了评标的指标体系以及评标方法,通过计算效益费用比来评价中标单位报价,并提出了相应的计算模型与方法。
Existing tender evaluation methods include the method of the lowest evaluated price based on cost criteria,A + B based on cost and time criteria,QBS based on quality criteria,and multiplex criteria based on cost,time and quality.Based on the theory of utility maximum,it is put forward and proven from mathematics that the tender evaluation method for high quality and favorable price must be adopted in technical complicated construction projects,while the tender evaluation method of the lowest evaluated price should be only used in those construction projects that have specific quality criteria and mature construction technique.Based on the principle of high quality and favorable price,the innovative ability of the contractor and its quality level should be evaluated.The related evaluated factors are put forward.The price of contractor should be evaluated by computing the ratio of Benefits to Costs.The related computing model and method is put forward.
