摘要
排放权交易是一种基于市场的经济手段,美国、德国、澳大利亚、英国等发达国家都在排放权交易方面进行了积极的实践。水污染物排放权交易比率是水污染物排放权交易的核心理论技术,在总结水污染物排放权相关研究的基础上,突出以流域水污染物排放权交易为研究对象,建立流域水污染物排放权交易比率的完整技术框架,明确水污染物排放权交易比率的涵义,提出了流域水污染物交易比率计算方法,统一了流域水污染物交易比率的表达方式,并以太湖流域为例开展水污染物排放权交易比率实例研究。
The pollutant emission fight trade is an economic means based on market, and many developed countries have implemented practices, such as the U. S. A, Germany, Australia, England, eet. Water pollutant emission trading ratio is a pivotally academic technology. On the basis of summarizing the researches on water pollutant emis- sion fight trade, the paper emphasizes studying a drainage basin as a research object, establishes the integrated technology framework of water pollutant emissions trade, clears up the definition of water pollutant emissions trading ratio, brings forward the calculation method of water pollutant emissions trading ratio in the drainage basin, and conforms the formulation of water pollutant emissions trading ratio in the drainage basin. The method has been applied in an illustration research on Tai Lake basin.
