国际军控背景下集束弹药技术发展综述 被引量:14

摘要 集束弹药问题是国际军控领域的热点问题之一,目前国际社会正在联合国《特定常规武器公约》(CCW)框架下进行限制使用集束弹药的谈判。鉴于多数科技工作者对集束弹药问题不甚了解,甚至将媒体上宣传的《集束弹药公约》(CCM)和联合国CCW框架下的集束弹药谈判混为一谈,针对这一情况综述了集束弹药分类及相关定义,联合国CCW框架下的谈判案文及"奥斯陆进程"国家达成的《集束弹药公约》中对于集束弹药的限制条款、国外应对限制所采取的措施,以及国际军控背景下,集束弹药技术向低未爆弹率、子弹引信加装"三自"(自毁、自失能、自失效)装置、采用末敏末制导技术等方向发展的新特点和趋势。 Cluster bomb restriction is one of the hot issues of international armament control.Negotiations on cluster bomb restriction were carried on under CCW of the Untied Nations among international communities in present days.This paper introduced classification and some relevant definitions of cluster bombs,and summarized the actuality and restriction items of the negotiations articles under the UN's CCW frame and the CCM.The foreign measures being taken replied to the international restrictions on cluster bombs were analyzed,which were the technology of low UXO,self-destruction,self-neutralisation;self-deactivating,and terminal sensing guidance.
