论煤炭资源型地区政府生态职能建设——以山西省为例

On the Construction of Government Ecological Function in Coal-based Areas:Based on Shanxi Province

煤炭资源型地区的生态环境问题已经到了亟待解决的地步。对一些省份来说,确立开采资源的方式作为本地区的经济发展之路,既是国家的无奈,也是该地区发展的依赖。煤炭资源型地区政府生态职能不到位的主要原因是狭隘的经济增长观对生态职能的忽视。国家政策倾斜及发展经济、解决就业是资源型地区生态职能建设的两个着力点。

The coal-based ecological environment demands prompt solutions. In some provinces, as China has no other alternatives, and to cater for the needs of the regional development, exploiting resources has become the way for regional economic development. The reasons why the coal-based ecological function is not in place include： neglect of the ecological function due to limited view of economic growth, lack of assessment criteria for political performance, the high requirement of the ecological functions by the coal industry. The national political support, developing economy and solving employment problem should be the focus in constructing ecological functions.
