An Analysis of Reform Situation of Heilongjiang State-owned Purchasing and Marketing Grain Enterprises

The reform of state-owned grain enterprises is an important aspect of reform of the grain distribution system.After solving the problems of ＂three olds＂（old debts,old grain,and old employee）,Heilongjiang state-owned purchasing and marketing grain enterprises have to face up with survival and development in the market economy circumstances.In the process of deepening reform,Heilongjiang state-owned purchasing and marketing grain enterprises should further clarify their reform orientation and objective,shift operation mechanism through separating government functions from enterprise management,optimize the property rights system of the enterprises through strategic reorganization,make innovative development mode,innovate thinking and management,and quicken the step of state-owned grain enterprises in scale and in groups to improve their economic benefits and competitiveness.
