Central Bank Governance and Financial Stability——the speech in the 2010 spring meeting of the Latin American Monetary Studies Centre

This paper is translated from the Gavin.Bingham＇s speech in the 2010 spring meeting of the Latin American Monetary Studies Centre.It considers that the role of the central bank played in the functional process of Financial Stability is not clear.Thus,it is essential to give the central bank a much clearer and broader mandate to maintain financial stabilityl.This needs to consider what is a appropriate financial goal,what different responsibilities for the support of the mandate,means and organizational structure,and what mechanism should be set up to ensure the independence of central bank in executing administrative functions.
