中国是世界上自然和文化遗产资源最丰富的国家之一,需要国家采取特别的保护管理措施。然而现状却是遗产资源管理混乱,保护不足且开发过度。通过对我国遗产地现状特征的认识、存在问题的深入分析,从制定专门的国家法律、理顺管理体制、明晰国家遗产体系结构、保证资金投入、加强开发建设管理、调整产权归属及其他方面,探讨如何初步建立我国的国家遗产保护体系,从而为破解我国遗产资源保护管理难题提供一种思路与途径。

China is one of the countries with richest natural and cultural heritage resources in the world, and the country should take special protection and management measures. However, now the reality is that heritage resources management is in disorder, and the resources get inadequate protection and over-exploitation. Through the in-depth analysis of the understanding and current problems of the current situation and characteristics of China＇s heritage sites, how to preliminarily establish China＇s national heritage protection system is explored from the aspects including making specific national laws, improving the management structure, defining heritage site structures, ensuring funding inputs, strengthening the construction and management, and adjusting property rights, so as to provide an idea and method to solve China＇s heritage resources protection and management problems.
