建立文化景观遗产管理预警制度的战略思考

Strategic Consideration to Establish Pre-warning System on the Management of Cultural Landscaping Heritage

文化景观是人类宝贵的精神和物质财富,但在利用的过程中,却面临着破坏性建设与管理等问题。针对文化景观所面临的假文化现象和外来文化浸入问题,提出建立文化景观遗产管理预警制度,在构建文化景观遗产利用的准入原则的基础上,通过技术预警系统,解决遗产资源开发建设过程中出现的问题;通过反馈机制系统,适时地布控与纠正遗产资源在发展过程中出现的差错;通过管理预警系统的全程跟踪,确保遗产可持续发展,以期从制度上保证文化景观在发展利用的过程中免受损失。

The cultural landscape is a precious material and spiritual wealth to the whole human race. But during the process of utilization, it is forced to face the threat of destructive construction and management. Aiming at the phenomenon of invasion of foreign culture and false culture, the authors bring forward the establishment of pre-warning system of cultural landscape management. Based on the access principle of cultural landscape utilization, through technology pre-warning system, it resolves the problems within the development process of heritage resources, and through feedback mechanism system, it timely controls and rectifies the errors in heritage resources development, and through the whole following up of management pre-warning system, it makes sure that it plays an important role in avoiding cultural landscape from destruction during the process of utilization.
