日本是亚洲较早开展绿地系统规划的发达国家。通过研究日本绿地系统的规划特点和优秀案例,期望能够为我国的绿地系统规划提供借鉴与参考。着重探讨目标设置、规划布局、实施策略3个方面。目标设置既包括制定量化指标,也包括将抽象宏观的大目标,逐步分解细化为可操作的实施策略。规划布局从环境保护、游憩、防灾、景观等系统出发,在形成各自布局方针的基础上,进而构筑综合的绿地网络系统。实施策略通过方针图与体系图,将绿地建设与保护、推进绿化的各项措施,落实到空间与管理等各层面上。

Japan is the developed country which carries out green space master planning early in Asia. Through studying Japanese planning feature and its outstanding cases, this paper provides the reference for green space master planning in China. This paper discusses three parts including aim setting up, layout principle and implementation strategy. To set up aims not only makes out the quantitative standards, but also develops one abstract big goal to many implementation strategies which may operate. Layout principles come from the requirements of environmental protection, recreational function, disaster prevention and landscape. The implementation strategy through the policy plans and the system charts, displays diverse actions on green space construction and protection, greenery improvement, which are carried out in space and on management.
