园林绿化政府投资项目绩效评价体系研究——上海市的探索

Research on the Performance Evaluation System of Government Investment Landscaping Projects——The Exploration of Shanghai

城市园林绿化,特别是大型公共绿地的建设和管理大都靠政府财力支持,对这些投入的使用效率一直以来缺少必要的研究。基于上海园林绿化的实践,通过对园林绿化项目的社会、经济、景观功能、生态效益和项目合规性、合理有效性的评判,力争建立一套科学、全面、合理的政府投资项目绩效评价指标体系,促进各单位进一步调整投资结构、加强资金管理,进一步提高项目投资效益及项目决策、管理和建设水平,以进一步加强公共财政管理,提高财政资金的使用效益,促进社会资源的最优配置。

Urban landscaping, especially construction and management of large public green space, mostly relies on government financial support, and there has been insufficient necessary research on the investment efficiency. Based on Shanghai landscaping practice, and through the judgment of the social, economic, and landscape functions, ecological effect, regulatory compliance and reasonability of landscaping projects, a set of scientific, comprehensive and reasonable performance evaluation system on government investment projects is proposed to be established, so as to promote the further adjustment of investment structure and strengthening financial management, to further improve investment efficiency and project decision-making, management and construction standards, to further strengthen public financial management and improve efficiency of fund using, and to promote the optimal allocation of social resources.
