摘要
城市能源规划思想里应导入经济、社会、生态的因素,按符合生态要求的原则进行城市规划,是一个多目标、多价值的决策过程,是一个以整体的、系统的观点来规划城市能源体系健康稳定发展思想。能源规划主要是一个部门区域行业规划,而非综合性的战略规划。并且较少与城市规划政策、城市总体规划以及其它层次的城市规划相结合。而在能源短缺问题凸现以前,以"发展为导向"的我国城市规划更少顾及能源供应与能源使用方式对城市规划的制约和影响。
City energy planning should accord to the principles of ecological requirements and the ideas should import the economic, social and ecological factors.It is a multi-objective, multi-value decision-making process and is a holistic, systematic approach to the planning of urban energy system healthy and stable development of ideas.Energy planning is lust a department of regional industry planning, not a comprehensive strategic planning. It integrates less with city energy policy, city general planning and other phase city planning. Before the problem of energy shortage shows, for the development orientation of city planning takes less energy supply and energy use-pattern restricted and influenced.
