论我国民办高校的公益性

On the Public Welfare of the Non-governmental University

民办高校的公益性并不是指它的外部性,公益性所强调的是不能以营利为目的举办民办高校。民办高校的公益性可以通过民办高校的产权制度来体现和保障。选择公益性的发展道路有利于民办高校的可持续发展,也符合我国民办高等教育的发展趋势。因此,政府应该主要依靠激励性的"胡萝卜"政策,而非惩罚性的"大棒"政策,引导更多民办高校主动选择公益性发展道路。

The public welfare of the non-governmental university does not mean the externalities of the education, which stresses that the non-governmental university can not pursue the profit. The public welfare should be guaranteed by the property rights institution. The development path of the public welfare can promote the sustainable development of the non-govemmental university and conform to the development trend of Chinese non-governmental higher education. The government should issue the carrot policy, but not the big stick policy to lead more non-governmental universities to select the development path of public welfare.
