摘要
本文从义务教育均衡发展的实质、机制和目标实现三个维度,结合公平、效率和质量范畴的相互联系,从整体性、持续性和可操作性角度探讨义务教育均衡发展的理论思路和政策出发点。同时运用制度分析和技术研讨相结合的研究方法,对择校行为和政府干预进行了探索。
This paper focuses on three dimensions of the balanced development of compulsory education in substance, mechanisms and targets achieving. It introduces the relationship of fairness, efficiency and quality, and then analyzes its theoretical ideas and policy basis from three angles that is integrity, sustainability and operability. It combines two methods of system analysis and technical analysis, especially makes a unique exploration about school choice behavior and government intervention, which can be used as a consultation by administrators for policy making.
