云南省社区参与性森林经营管理政策研究

A Polioy Study on Community Participatory Forest Management of Yunnan Province

通过对云南省社区参与性森林经营管理发展阶段的分析，提出了现行社区参与性森林经营管理主要政策———“四荒”有偿转让政策，并对该政策实施的效果进行了客观分析，最后针对云南省社区森林经营管理人力资源现状提出了改进方法和措施．

By analyzing the developing stage of community participatory forest managemM)ent of Yunnan Province,this article arises the main policy of community participatory forest managementFour Wastes paid transferring policy which is in effect,and it analyses the efficiency of the policy's enforcement.Aiming at the human resources situation of community forest management of Yunnan Province,this paper puts forward to the improving methods and measurements.
