中国铁路重组关键利益相关者及其需求研究

Study on Key Stakeholders of China Railway Restructuring and Their Demand

从利益相关者视角,将中国铁路重组利益相关者界定为12类,并通过专家调查问卷进一步将铁道部、中央政府和铁路运输企业界定为关键利益相关者,认为关键利益相关者的关键利益需求是决定铁路重组进程的关键因素,中国铁路只有具备了满足这些关键利益需求的条件,才能够开始实质性的重组进程。这些关键利益需求包括铁道部的调度指挥集中统一需求、中央政府的安全需求及铁路运输企业的公益性运输补偿需求等。

From the perspective of stakeholders, this paper classifies China railway restructuring stakeholders into twelve types, and then further defines ministry of railways, the central govern- ment and railway transport enterprises as key stakeholders according to the questionnaire. This paper believes that the key interests demand of key stakeholders to be met is the critical factors in the railway restructuring process. Only China railway with the conditions to meet these key interests, can the China railway restructuring be preceded smoothly. The key interests demand includes centralized dispatching control of ministry of railways, railway transport security of the central government and public-benefit transport of railway transport enterprises.
