三峡生态屏障区生态补偿与可持续发展机制研究

Study on ecological compensation and sustainable development mechanism of ecological barrier of TGP

根据三峡库区生态功能定位和三峡工程生态屏障区建设的特点,结合我国生态补偿机制理论研究和相关实践经验,从建立三峡工程生态屏障区建设生态补偿与可持续发展机制的角度,探讨并提出三峡工程生态屏障区建设生态补偿的理念,应坚持变主要以内化外部不经济责任的生态补偿机制为内化外部不经济与激励外部经济相结合的生态补偿机制,注重生态保护的可持续性,其生态补偿可实行短期货币补偿、养老保险补助、职业教育与技能培训、产业项目扶持等有机结合的多维长效生态补偿方式,以期为今后的生态建设提供参考和借鉴。

According to the orientation of ecological function of Three Gorges Reservoir area and construction features of TGP＇s ecological barrier,combining with ecological compensation mechanism theory and relative practical experience,we put forward the ecological compensation ideology.It is emphasized that ecological protection sustainability should be insisted,which changes the conventional ecological compensation mechanism that internalizes the external diseconomy responsibility to integrative mechanism combined with inspirited external economy.Based on related conception and principle,multi-dimension and long-term effective compensation mode is established,which consists of monetary compensation,social security,education and training,project support and so on,providing reference for future ecological construction.
