略论北宋前期循吏的积极作用及其原由

On the Positive Role of Upright Officials in Early Northern Song Dynasty and the Reason

北宋前期的循吏,大多政绩出色,在发展农业、稳定治安、防灾赈灾、改善风俗、出使邻邦诸多方面颇有作为,起到了积极的历史作用。究其原因,除了统治者的提倡与选拔,也与士大夫自身的修养有关。

Many of the upright officials of the early Northern Song Dynasty achieved considerable success in their official careers, such as in developing agriculture, keeping public order, taking measures to prevent disasters and providing relief to people in stricken areas and taking on a diplomatic mission to neighboring countries. They played a positive role in history, the reason for which, besides the ruler＇s advocacy and selection, also has relations with the selfcultivation of scholar-bureaucrats.
