An Investigation of Hospital Reform and Development in Liaoning Province

论述了江苏省卫生厅处级干部培训班对辽宁省医疗卫生改革与发展状况的考察所见和体会,从经营理念、办院方针、医院改革、人才培养和科技开发等方面介绍了辽宁7所医院的改革举措,并就江苏省深化医疗机构的内部改革提出了建议。

For experience exchange, hospital reform and development in Liaoning province with seven hospitals as main observation units, are reviewed about serveral dimensions: theoretical and practical development of markets by increasing the availability of diversified health services that are in demand at the grass - roots level as well as other levels and categories, which help the development of various trades and professions; simultaneously with the control of certain demands, there is need of tangible improvement in research and supply of cost - effective services, including a wide array of high - tech diagnostic and therapeutic capabilities, in a large part of which higher quality does lead to lower costs; establishment and promotion of flexible mechanisms of cooperation of atrong complementarity to create and bring new vigor into developments of health services, especially some basic medical treatment with more social benefits; take considerable measures for ensuring introduction, cultivation and use of health service pro fessionals to enable better coverage of effective and efficient healthcare; attach enormous importance to highly complex, comprehensive and forward - looking scientific and technological work for the benefit of social intellectual economy.
