An Tentative Analyse on Yuan Shikai's Proposal of "Punish Culprits" After Boxer Event

庚子事变后,袁世凯在其奏折、往来函电中多次联衔或单独提出"惩办祸首"的主张。袁世凯认为,这一主张为议和先决条件,是抵制联军内犯山东、长江、晋、陕等地的关键。"惩办祸首"又与保护教士与使节、回銮等问题密切联系。袁世凯通过与东南督抚的协力,以"惩办祸首"为此后新政推行扫清了阻力,对清末政局的走向起到了巨大影响。

After Boxer event,Yuan Shikai repeatedly proposaled ＂punish culprits＂in his memorial and contacted cables singly or in the forms of united title.Yuan Shikai believed that it was the prerequsities of megotiation,the key of resisting the Colition ＇s intuding Shandong、Yangtze、Shanxi and Shhanxi.＂Punish culprits＂ was closely connected with the problems of protecting priest and envoys、back luan.Yuan Shikai cooperationed with the south east governors to ＂punish the culprit＂,cleared the latter the resistance of implement new deal,and has played a huge influence onthe late Qing Dynasty＇s political trend.
