Post-crisis era:The coordination of counter-cyclical fiscal and monetary policies in China

世界金融危机告诫我们,把握好反周期财政、货币政策的协调具有重要的理论和现实意义。本文从分析后危机时代经济周期波动之新态势,提出反周期财政、货币政策协调应把握的理论基础和一般规律;研究面临外在冲击强劲、内在改革紧迫的我国经济周期规律以及两大政策协调新的特征与矛盾;力求探索与构筑适应我国市场经济和反周期需要的财政、货币政策协调的内在机制。

The world financial crisis warns us that to coordinate counter - cyclical fiscal and monetary policies is of theo- retical and practical importance. This article analyzes the new trends of cyclical economic fluctuations at the post- crisis era, proposes the theoretical basis and general laws which the coordination of counter- cyclical fiscal and monetary policies needs; researches the new features of and the conflicts in the law of economic cycles and the coordination of the two important policies in China against the background of strong external shocks and urgent internal reforms; and tries the best to explore and set up an internal mechanism, which adapts to China＇ s market economy and the needs of counter - cycle, for fiscal and monetary policy coordination.
