美国对外贸易政策与WTO的一致与背离浅探

On the Consistence and Deviation of American Foreign Trade Policy and WTO

本文试从分析美国对外贸易政策入手,探讨它对WTO规则的历史性影响,同时也研究在世界贸易体系建立之后,美国充分考虑到自身的经济利益,其对外贸易政策在同WTO保持一致的同时,又保留了自己的特点,也出现了同WTO规则的背离。美国不仅在同WTO规则保持一致时获得经济利益,也在与WTO规则发生背离时获得了它期得的经济利益。本文从四个方面论述WTO环境下对国际贸易的影响与作用,从中得到的思考与启示是:正确认识WTO;积极参与WTO;充分利用WTO。中国应在WTO环境下结合中国特征重新思考未来国际贸易的战略选择问题。

The paper tries to analyze the American foreign trade policies and probe into their historical influence on WTO regulations,meanwhile research that after establishment of the world trade systems the US fully consider itself economic benefits,its Foreign Trade Policies＇ consistency with WTO and retaining its characteristics,at the same time,deviation from WTO regulations.The US obtained the economic benefits not only in agreement with WTO regulations,but also won the expected ones in departure from WTO regulations.The article discusses WTO environment＇s influence and effect on international trade from four aspects.The thinking and inspiration obtained are： to correctly realize the WTO;to actively participate in WTO;to fully make use of WTO.Under WTO environment,China should combine its characteristics to rethink the strategy choice problem of the future international trade.
