On the basis of analyzing the transformation and tendency of the traffic system development period characteristic and traffic model in Qingdao,the article makes clear the problem able to be met in the transformation period of Qingdao traffic model,discusses the task and action of TDM for the transformation of traffic model from the angle of strategic planning implementation, analyzes the implementation of TDM from the angles of the system relationship between TDM and the other traffic policies as well as piloting the publics,evaluates and judges the TDM policy implementation and the policy integration of the Qingdao traffic model transformation period from the system angle,and gives the summarization.
