关于建立中关村科技园评估指标体系若干问题的研究

Study on Several Issues Concerning Establishing Evaluation Indicator Systems for Zhongguancun Science and Technology Park

中关村科技园区是国内办得最早、最好的科技园区,而且正在成为全球科学技术创新示范中心。为使园区产业经济进一步快速发展,中关村科技园区应以国际标准(含指标)为起点建立科学的评估指标体系。具体设想是针对园区实际情况设立对高科技产业评价的八大指标体系,对包括GDP、财税、创新与发明、低碳与生态、企业规模与销售利润、科技融资与民间投入、人才聚集与国际竞争等多因素进行综合评估。为此,应制定和实施园区评估指标体系的程序方法,建立相应的管理机构。

Zhongguancun Science and Technology Park is the first and the best science and technology park in the country, and it is becoming a model for world. In order to further push forward the rapid, development of the industrial economy in the region, the Park applies international standards （including indicators） as its starting points in establishing its own scientific evaluation indicator system. With its present situation, it is considered now that eight indicator systems will be established to evaluate the high-tech industries in the Park. A comprehensive evaluation will be made on such various elements as GDP, finance and taxation, innovation and creation, low carbon and ecology, enterprise scale and sales profit, scientific and technological financing and nongovernmental investment, and talent accumulation and international competition. A procedural method, therefore, should be worked out and put into practice along with the establishment of the evaluation indicator system, and relative management institutions should also be established.
