摘要
目的探讨浙江省县级肺结核病防治经费投入的规律与特点,为更好地支配肺结核病防治经费提供参考。方法通过调查表格收集2008年浙江省各县、区肺结核病防治经费投入情况,结合浙江省2008年统计年鉴和浙江省2008年肺结核病年报,分析各县、区结核病投入数额和方向,比较欠发达县、区与发达县、区投入的差别。结果浙江省2008年各县、区用于肺结核病防治经费为3113.56万元,2/3的经费用于病人诊治方面。除设备外,发达县、区各领域的平均投入数额都高于欠发达县、区,发达县、区主要侧重于需方(病人诊治),欠发达县、区侧重于补偿服务供方(工作经费)。结论应持续加大对肺结核病防治经费的投入力度,并整合包括新农合在内的其他社会资源;各级肺结核病防治经费应向欠发达县、区倾斜,特别是补偿供方的工作经费。
OBJECTIVES To explore the features and rules of fund investment of TB prevention at county-level in Zhejiang Province, and to provide advice for further reasonable fund expenses. METHODS Figures of TB fund investment were collected from every county using a fixed-form table. Combining with the Zhejiang Provincial Statistical Yearbook and TB report in 2008, we analyzed the amounts and areas of the TB fund expense and compared differences of investment between the developing and developed counties. RESULTS In 2008, the total expenditure of TB fund at county-level was 31,135,600 Yuan, two thirds of which was used in TB cases’ diagnosis and treatment. Other than equipments, the TB prevention expenses in developed counties are higher than developing counties in every field. Developed counties paid more in the demand-side, yet developing counties paid more in service supplier. CONCLUSION Governments should continue to increase the TB prevention fund, and search for other social resources. The fund should be used more to support TB prevention in developing counties, especially in the area of suppliers’ working expenses.
