在精英治理格局下,由于经济资源的缺乏、政治地位的弱势,及中国传统乡土文明"重情轻法"等礼治道德根深蒂固的影响,处于"夹缝"中的农村社区普通村民在权力运作实践中只有被动地依附于各种精英及宗族势力。在当前我国社会急剧转型的阵痛期,充分尊重普通村民的主体地位,保障他们的基本权利,培育他们具有法治、民主、责任、契约等公民意识,构建一种国家、各种精英、普通村民之间权力协商互动的"共责体系",对农村社区和谐发展具有积极意义。

In the pattern of the elite governance,lack of economic resources,weak political status,and the deeply influence of China＇s traditional rural civilization and morality of ＂heavy feeling and lighter law＂,the common villagers between the crack,passively depend on all kinds of elite and tribe force in the practice of power operation.During the hard times of quickly social transitions China is undergoing,respect the main status of the ordinary villages sufficiently,ensure their fundamental rights,helping them with the civic consciousness of law,democracy,duty,contract,building a ＂common responsibility system＂of negotiation and interaction about power operation among country,various elite and ordinary villagers,this is positive to rural community harmonious development.
