The patents in the patent pool are not necessarily high-quality patents, so if domestic research institutes and enterprises could find a breakthrough, with active R ＆ D and patent strategy, still have the chance to become members of the patent pool. Train of qualified people with practical experience, patent por（folio strategy enough to compete with international enterprises, and Patent Management System that could produce a real benefit are the most important strategy in today＇s patent battle.
