公民意识是支撑一个公民社会的伦理基础,也是实践公平正义原则的重要条件。社区是社会的基本单位,社区和谐是社会和谐的坚实基础。社区居民的现代公民意识作为一种软力量在构建和谐社区或与政府权力互动中发挥着十分重要的作用。在高速城市化进程中,我国社区居民的公民意识还相对薄弱,和谐社区的构建与发展离不开公民意识的觉醒。

Citizen consciousness is not only a support of a civil society but also the justice.Community is the basic unit of society,community harmony is a solid foundation for social harmony.As a soft power in building a harmonious community or the interaction with the government power,modern civic consciousness of community residents plays a very important role.In the process of high-speed urbanization process,the civic consciousness of our community residents are relatively weak,the construction and development of harmonious community can not do without the awakening of civic consciousness.
