本文从介绍BT模式的概念、运作流程、优点和适用性出发,重点探讨当前政府在运用BT模式中存在的问题和主要的风险,以信用建设为基础提出控制政府风险的基本途径。

In this article, the concept, the operating procedure, the advantages and the application of the BT model were firstly introduced. Then the main risks and the problems, which were from the BT model＇s usage by the government, were researched in the body parts of the article. Finally, the writer proposed some measures to control the government＇s risks on the basis of the credit construction.
