摘要
廉政文化建设成效的测度与评价,是党风廉政建设的重要内容。廉政文化建设测度评价指标体系的构建应以准确描述实际进程、客观评估执行成效、为制度建设提供导向为目标。指标体系的设置应兼顾廉政文化建设投入和产出的独特性,既注重直接效应也考虑间接效应,同时强化群众参与力度的衡量与评价;指标体系的框架包括投入能力、推进能力、直接效果和社会及经济效益四方面指标。测评体系的运用还需指标权重的确定、测评方法的选择等工作的有效配合。
To measure and evaluate the effectiveness of the construction of clean and honest administration culture is an important content of the work of building a healthy Party working style and developing a clean government.The evaluation index system of the construction of clean and honest administration culture should be able to accurately describe the actual process,objectively assess the work effectiveness and provide a guide for the system construction.The setup of estimation index should take into account the unique nature of inputs and outputs,consider both the direct and indirect effects of the construction of clean and honest administration culture,while strengthening public participation in the measurement and evaluation.The indicator system includes the following four indicators:input capacity,propulsion capability,direct effects,social and economic benefits.The effective use of evaluation systems also needs to tie in with some of the work,for example,the index weight must be determined and the assessment method must be selected.
