In 2008, the State Council promulgated the plan of Reform and Development of the Pearl River Delta Plan and this plan stresses the integration development of Guangzhou city and Foshan city, which brings the opportunities for the development of LinWan district which is a neighbor of Foshan. This paper puts forward the idea of establishing the highland of modern industry, based on the analysis of the weaknesses, strengths, opportunities and challenges in Liwan district.
