Policy Effectiveness and Strategies in Cost Containment during Health System Reform Process

本文通过对医疗改革进程中针对政府在制定政策后对政策执行力不力开始着手进行分析,得出要想让一个好的政策得以贯彻,就必须要有一个好的政策执行环境,即需要好的政策执行力。只有在考虑到政策执行过程中的各方利益得到妥善解决的情况下,才能更好地对政策执行中的执行力进行监管。只有这样,医疗改革政策才会得到贯彻,不合理医疗费用的上涨才会得到遏制。

On the basis of the analysis on insufficient policy enforcement of the government after making up the policy during the process of medical reformation,the paper concluded that a good policy implementation atmosphere was the prerequisite to enforce good policies.Only the situation of satisfying the benefit for each party during the process of policy enforcement was taken into consideration,we could better supervise the enforcement in the process of the policy implementation;moreover,the medical reformation policy could be carried out thorough-ly,and unreasonable increase of medical fee could be held back.
